Why this maybe a Barrier
Inconsistent structure in the document such as wrong order of heading elements makes it difficult to follow the document structure. Since some users skim through a document by navigating its headings, it is important to use them appropriately to convey document structure. Inappropriate use of heading elements can cause barriers for blind people using screen readers.
